Reasons why a project may be missing
- It was never more than an abstract, notional objective, easily discarded.
- Budget cuts before, after, or during, the procurement process ended any hopes of implementation.
- Mission creep meant that it became impossible, too expensive, or incomprehensible.
- Calls for proposals were issued at midnight with a dawn deadline with the intention of supporting a favoured contractor, who never applied.
- Anyone who read the terms of reference and then the budget laughed, and then ignored it.
- It was completely unimportant.
- Events superceded it so rapidly that it was obsolete before it was ever started.
