The European Instrument for Democracy and Human Rights (EIDHR) was adopted by the European Parliament and the Council in December 2006. HTSPE and International Federation for Human Rights (FIDH) aim to address communication challenges raised in the Instrument and research that mapped and identified the most common challenges and constraints encountered by non-governmental organizations (NGOs), cities, regions, governments and universities running temporary relocation programs for human rights defenders (HRDs) at risk both in and outside the European Union (EU).

Our solution

The project aims at: (i) Enhancing the synergies between available existing programmes providing support to HRDs in the form of temporary relocation, (ii) Enhancing the scope of the network and providing an access point for new actors and programmes interested in joining (e.g. new cities, universities, etc) and (iii) Enhancing the communication between stakeholders by creating a digital platform allowing the safe exchange of information among the members of the initiative, to ensure “best-fit” matching of demands and resources.

Whythawk was requested to develop an online tool to set up and keep up the maintenance of a digital database and a platform, with a public and a private part, including a search engine translated into English, French, Spanish, Arabic and Chinese. This platform aims at connecting programmes and stakeholders with each other on a stable basis and at sharing information and coordinating actions.

The major challenge was ensuring a completely secure development process, from initial build through to deployment. This required us to inspect every line of code in our dependencies, and use only the most well-supported and robust of open source software components.

Outcomes

The system went live in 2015 and we supported and maintained the community of HRDs until we eventually handed over to new service providers.
